"If
you cancel the debt you will be sure that in one to ten decades
you will be at the same place. We have to bring about a solution,
so that this matter (of debt) doesn't come back. We are for
free trade . . . for free world trade . . . for liberalization.
But we have to think it again. Because we don't have the same
level of development, we can't go with the same speed. This
is the problem with adaptation. We are counting on initiatives
like this Forum to put us in contact with new technologies
that can help us face our difficulties.”
Abdoulaye Wade
